Executive Biography

John Bosco Atine is a senior technology leader, digital transformation strategist, and founder of Atine Labs™ Limited — a Brussels-based ICT advisory and innovation company delivering cutting-edge technology solutions across the Africa-Caribbean-Pacific-European corridor.

His career spans two decades of progressive leadership in ICT governance, enterprise systems, cybersecurity, cloud architecture, and digital public services. He has advised government ministries, intergovernmental institutions, regional bodies, and international NGOs on technology strategy, digital readiness, and infrastructure investment.

John Bosco served as ICT Manager at the Organisation of African, Caribbean and Pacific States (OACPS) in Brussels — a role that gave him direct responsibility for the digital infrastructure serving 79 member states and shaping ICT governance frameworks for one of the world's largest intergovernmental blocs. In that capacity, he led enterprise-wide digital transformations, implemented cloud and cybersecurity strategies, managed Microsoft 365 deployments, and drove data governance and business continuity programmes.

Field Deployments — OACPS Summits, Assemblies & Ministerial Meetings
OACPS Summit — Malabo, Equatorial Guinea. Provided full ICT technical infrastructure support — connectivity, AV systems, delegate services, and secure communications for this high-level diplomatic gathering.
OACPS Summit — Luanda, Angola. Deployed and managed end-to-end ICT operations for the summit, covering delegate registration systems, digital conference infrastructure, interpretation systems, and real-time technical support.
ACP Regional Parliamentary Assembly (Africa Region) — Ezulwini, Kingdom of Eswatini. Led full ICT technical delivery for the parliamentary assembly, managing systems, connectivity, and digital support for delegates and proceedings.
121st OACPS Council of Ministers — Brussels, Belgium. Final field engagement. Led ICT operations for this high-level ministerial meeting in Brussels — the same week his tour of duty at the Organisation concluded, marking the end of a decade of distinguished international service.

In August 2026, he founded Atine Labs™ Limited — a company designed to bring together his deep institutional experience and a portfolio of innovative digital products including eLearner Uganda, AtineProcure™, AtineDiaspora™, AtineConf™, AtineSuite™, and the Integrated Broadcasting Management System (IBMS). Through Atine Labs™, he is building the digital infrastructure of tomorrow — rooted in African innovation and connected to global standards.

He is currently completing a PhD in Computer Science at EIMT University, Switzerland, focused on ICT governance frameworks and cloud asset management in distributed international organisations. He holds professional certifications including MBCS (BCS Chartered Institute for IT), ACM Membership, ITPA, SIM, CISA, ITIL 4 Foundation, Google Cloud Architecture, and SFIAplus accreditation.

Beyond the professional, John Bosco is a committed advocate for digital equity, multilingual technology access, and the empowerment of the Global South through homegrown digital solutions. He is equally passionate about music, African comedy traditions, and the evolving story of digital futures across the African continent.

Long before the server rooms and data centres, John Bosco trained and excelled as a professional chef — earning a Ugandan Diploma in Institutional Catering as one of its top-achieving students. He went on to display his culinary craftsmanship in the demanding world of inflight catering at Uganda Inflight Services, Entebbe International Airport, where precision, timing, and consistent excellence were simply the standard. The rest, as they say, is history — the kitchen never held him back. From catering to telecoms, and from telecoms to the commanding heights of international ICT leadership, the discipline forged in those kitchens has never left him.

Professional Philosophy

The values and convictions that guide every engagement, every solution, and every collaboration.

01
Context Before Code
Technology must serve human and institutional context. Sustainable solutions emerge from deep understanding of organisational culture, regulatory environment, and long-term strategic vision — not from imposing a generic framework.
02
Sovereignty & Inclusion
Digital transformation must build local capacity and preserve sovereignty. Solutions designed for Africa, the Caribbean, or the Pacific must empower local institutions — not create perpetual dependency on external vendors or platforms.
03
Governance as Foundation
Technology without governance is risk without mitigation. Every engagement begins with a governance lens — mapping accountability, assessing risk posture, and establishing the structures that make innovation sustainable and auditable.
04
People Over Platforms
The most sophisticated digital system fails if people cannot or will not use it. Capacity building, change management, and inclusive design are not afterthoughts — they are the work itself.

Beyond the Boardroom

The passions and perspectives that bring depth to professional leadership.

Music
Music has always been a space of reflection and joy. From the rich choral traditions of East Africa to contemporary African gospel and jazz, music connects John Bosco to community, memory, and the rhythms that sustain creative energy across long professional engagements.
African Comedy & Storytelling
Africa's comedy traditions — rooted in oral culture, social commentary, and the ability to speak truth with laughter — are both an art form and a mirror. John Bosco finds in African comedy a profound tradition of resilience, wit, and the power of authentic voice in public discourse.
African Digital Futures
The idea that Africa will write its own digital narrative — on its own terms, in its own languages, through its own institutions — is not just a hope but a professional conviction that informs every platform, every consultation, and every line of code produced under the Atine Labs™ umbrella.
Lou Heritage & Oral Tradition
As a Lou from Northern Uganda, John Bosco carries the oral traditions, wisdom, and spirit of a people shaped by resilience. His cultural name — w'od Olugo, son of the Late Patrick Olugo-Atine — grounds his identity across every continent he serves. The Lou way of seeing the world: communal, direct, and deeply connected to land and lineage, quietly informs his leadership philosophy.
