Across the Africa-Caribbean-Pacific corridor and the broader Global South, governments, health systems, educational institutions, and community organisations are under mounting pressure to adopt digital technologies — cloud platforms, AI tools, enterprise systems — often without the governance infrastructure, bandwidth, or financial capacity that these technologies typically assume.
The dominant digital transformation frameworks — TOGAF, COBIT 2019, ISO 38500, and AI governance standards such as ISO/IEC 42001 — were designed for well-resourced environments with mature IT governance ecosystems. Applied uncritically in resource-constrained settings, they can misdiagnose readiness, over-prescribe costly interventions, and ultimately entrench the very inequities they seek to resolve.
This doctoral research addresses that gap directly. Drawing on a decade of ICT leadership across intergovernmental, government, and NGO environments — and on the deployment of Atine Labs™ platforms across East Africa and the ACP region — this research proposes and empirically validates an Integrated Governance Maturity Framework (IGMF) designed specifically for resource-constrained organisational settings.
The framework defines measurable maturity stages, prescribes context-appropriate governance interventions, and provides a practical toolkit for policymakers, development organisations, and institutional ICT managers navigating AI and digital transformation at the frontier of connectivity.

ICT Registration Portal — 121st OACPS Council of Ministers
The ICT Registration Portal (conference.atinelabs.tech) was designed by John Bosco Atine as a final prototype within his doctoral research at EIMT University, Switzerland. In a direct application of his research on digital transformation readiness in resource-constrained settings, the portal was willingly deployed for use at the 121st OACPS Council of Ministers in Brussels — covering delegate registration, media accreditation, automated data collection, and badge generation at ministerial scale.
Following its successful field deployment, the portal has since been officially developed within the Atine Labs™ ecosystem as a fully featured Platform-as-a-Service (PaaS) — available to intergovernmental bodies, corporate event organisers, and government institutions worldwide.
Explore conference.atinelabs.techA context-sensitive maturity model for AI and digital transformation governance, validated for resource-constrained institutional settings across three geographic regions.
A peer-reviewed, validated survey instrument enabling organisations to self-assess their digital transformation and AI adoption readiness maturity stage.
